So I tried to do this myself, but long story short, I'm hopeless! What I'm trying to do is make a mod that brings the Sims 2 aspiration meter back in the form of Moodlets. So for instance, if my sim completes a couple whims and gets a few satisfaction points, they'll get a Bronze color buff that says something like, "Satisfied". If they get even more satisfaction points they'll get Gold and even more, they'll get Platinum. These would last a few hours to a few days, depending on which one they got, and the Platinum buff would increase skill gain, career gain, etc, etc. So yeah, i'm hoping someone could make this for me or help me make it! i tried to do it with Zerbu's mod constructor, but I couldn't even get the buff to trigger haha! This isn't really the same thing, but it's adjacent enough you might like it as an option. Carl's gameplay overhaul includes an option to gain satisfaction points at the end of the day- or lose them- based on your sim's mood throughout that day. It tracks what your sim's mood is like at the end of the day and will adjust the points accordingly. If they're doin' ok, it's a minor increase. If they're kinda sad, it's a minor decrease. If they're feeling fantastic, it's a bigger increase.
It's sort of a reverse version of what you're asking, but it's still good!
