Custom content is anything you add to the game that's user generated - hair, clothes, mods, furniture, etc. It can be (and should be) free but there are lots of people who use paywalls for early access and some who've kept their work behind paywalls indefinitely. Search google, tumblr, pinterest for "sims 4 cc" or "sims 4 + thing you want"
Wait for sales for expansions, they happen pretty often, sometimes 50% off. I'd imagine there'll be a big sale on the 18th to celebrate the base game going free to play.
As for cheats, check this page out. Carl's Guide will probably be really helpful to you as a new player. He's got a lot of good information there, guides to the different systems of the game, etc.
