Welcome! These sort of questions get asked often so be sure to use the search function on the forums. Here's an intro to cc link you might find helpful. Custom content is anything you add to the game that's user generated - hair, clothes, mods, furniture, etc. It can be (and should be) free but there are lots of people who use paywalls for early access and some who've kept their work behind paywalls indefinitely. Search google, tumblr, pinterest for "sims 4 cc" or "sims 4 + thing you want" Wait for sales for expansions, they happen pretty often, sometimes 50% off. I'd imagine there'll be a big sale on the 18th to celebrate the base game going free to play. As for cheats, check this page out. Carl's Guide will probably be really helpful to you as a new player. He's got a lot of good information there, guides to the different systems of the game, etc. CC (custom content) is technically considered mods since they 'modify' the game but usually people mean things that affect gameplay, like things that add new functionality or change existing features in some way. When you download mods, it's important to read the documentation from the creator as there tend to be specific requirements and install instructions you need to follow. Check out the forums, search stuff like "new player" or "getting started" and things like that.

I wish they'd let me have it by default without mods...
also cas.fulleditmode... another one I'd love without having to use mods or enter cheats.
There's a few more that unlock debug build items, stuff that's locked behind skills etc. I'd go to that page Itsonlythee posted for a list.
