What version of blender are you using?
select both bows, P - Selection to separate, delete ( with - button ) spine and breast bones from the list completely, then switch to Edit mode, select everything, Mesh - Weights - Normalize all, disable lock Active

im using blender 2.76 ok so i think i followed these steps correctly but still have the same result. updated blend file

the tips are only affected by clavicle bones now, not like the knots, so its like the first 4 steps didnt work. do just these steps again. If wont work, get blender 2.79. Separate the knots, then the rest of the bows. Transfer weights from knots to bows, clean weights, limit total, join everything back - in uv editor enable sync; - in 3d view select this vertex ( red ); - select uv_1 and zoom onto the space that has that uv. Press B and select the whole bow; - click on Paste weights to selected buttons;

tried it in 2.79 but had the same result. have just decided to shorten the straps instead, thank you so much for your help
