I know that some of them are just shiny, but some actually looks kinda glittery and glitters somewhat.. I suppose it requires me to make a specular that only is on the small dots. Mermaids have glittery tails too. They actually shine and fades back and forth.

Ah, yes, it’s just a specular. Open the first file of it in an image editor, convert transparency to a mask, sample colors from each, and recreate

Can I somehow make hairs glitter as well? Maybe make a mask that just covers all hairs when used. Also, is it possible to make clothes fade in and out like mermaid tails do? They're so glittery/shiny!

You can but it will need to have a higher sort layer than hair, I think. For example, start a package from gloves, recategorize as some piercing, remove diffuse, import your specular
The gradient? Yes, so long the clothing is unwrapped where the corresponding area of body is. You use gradient tool to control the opacity through mask (I can explain how to do that only in Photoshop and photopea)

- open an image in photopea; - Layers - Raster mask - From transparency; - Alt-click on the mask; - using Magic wand or whatever other selection tool, select an area of the texture you want to paint on; - choose black foreground color; - select Gradient; - change the type of gradient to the one you see in the top left corner on the screenshot; - click and drag from the top to create said gradient; - File - Export - png
