They need to be vertex painted with 007F3F. Delete BlendID vertex color as well. You should not put uvs in uv_0 in the space they are currently because hair uses it. Also, certain vertices move with the eyeball. The only way of fixing this is by moving vertices away from the eyeball. You can use maxis eyelashes as a reference for where "the roots" should be
