Wrong package file.
Why don't you just use a working belly piercing from another creator an compare the differences? Or import your mesh into a working one. I had this problem too with some old cc belly piercings and doing with them as I said worked out fine for me. They now morph with the belly size.

Hi. Your piecing has no proper uv_1 and incorrect weights. For an item to move and morph like an area of the body it covers, it needs to receive all data responsible for these processes from an area of the body it covers. The item that contains said area in your case is a lingerie set or anything similar to this. Importing a blend into a different package will not change anything because weights and uv_1 wont fix themselves. This approach is true only for eyelashes, where the issue is not caused by anything in the blend itself. Do the following: - it is best to move the piercing a bit away from the body because it clips into it when morphs are set to the max. Also, as you see, the avatar's skin no longer corresponds with the one that exist in-game, so the belly ring is misplaced; - clone a lingerie set, export the blend, append into the scene with your piecing, rename to Reference; - select your piecing, add Data transfer, transfer everything other than vertex paint as shown below: - delete the reference and give your item cut 0, not 0000, import back
