Your garment is vertex painted with a random color, you need to change viewport shading before sampling colors. It should be 00FF00 for tops.

You can switch shading for bounding box to see flat colors. In clothing there are two colors: 3FFF00 for the skirt-like bottoms ( and sometimes in between breasts on loose clothing ) and 00FF00 for everything else. Alternatively, you just transfer vertex paint from the same reference weights and uv_1 are coming from and not worry about it.
