Try exporting a new blend and checking if s4studio mesh tools appeared. If no, change back to 2.7, open your blend there, save, import so When I cliked to the new BLEND it opened in blender 2.70 directly even tho I changed the path is it normal ?

It is not the hair but jumping between versions of blender. Each of them has individual folders, so when you navigate s4s to it, the plugin is put only in one folder, thus only one version becomes “supported” while others remain plugin-less.
