I'm trying to make some CC paintings, and I've realised that when looked at straight-on, the surface is really, really shiny. As in, it completely whites out most of the painting. Is there any way to lower the shine? There's no specular listed on the item, so I don't think editing that is an option....

The specular is present on the warehouse as a dst image that will have some pink-ish tones from the preview. The pink is how the glass of the painting reflects light. You have to darken that, and the alpha channel too.
If you can't find that dst image on the warehouse, then you need to clone the panting using the 3d mesh option.

Sure, here it is. The mesh is barely modified from a basegame mesh, all I really did was tweak the mapping on the painting portion to better align it with the texture.
