the specific xml tuning you want is under the basic extras, payment in the interactions
, I'm sorry the tdesc browser is not working for you did you point it to the tdesc folder ?, without being able to view the tdesc I'm not sure how you could write payment in as theres a section for where the payments go to in the payment tuning.

I found this on repay small loan interaction acording to the tdesc if you insert

it will pay the funds directly to the target sim which would be your actor if you've set up the interaction to force the affordance on the actor.
So you would end up with 2 interactions 1st is ask for Payment, second is pay for services rendered the first interaction would have

and then it should work but you will also need a check to see if the targetsim has the had woohoo buff on them and your actor has has the had woohoo buff on them that way the interaction will only appear if both you sim and the target sim have had woohoo. Finaly you would need to python inject the interaction into the sim object but make sure you put a line in so the first interaction doesnt show on your sim but only on other sims.
