So I noticed the "Add DLC Pack Requirements" under the tools, modding menu.
I make CC clothing is this something I should be using?

If your clothing item is cloned from one of the meshes from a specific pack, then yes, probably.

Hi five5cats, this was added to Studio for people to make items require a specific pack if they have cloned a base game item and imported content from a specific pack into the base game package. This allows them to use the package of a base game item and material from a different pack while still respecting EA's property (and not pirating it by making pack content base game compatible). Although the circumstance where importing pack material into a base game package is uncommon, this will make it easier for creators to share items like this while honoring EA's EULA.
If you have cloned an item from a specific pack, that package will already have the correct pack ID and the appropriate dependency on the pack it was cloned from. This means that only people with the pack you cloned it from will see it in their game and you do not need to use Studio's new feature to make it that way.
