Hi! You have a weight issue (and probably, vertex paint & uv_1 too if you haven't done either of those two). Please share the package and .blend file (both please) if you'd like someone to assist you more accurately.

You can find the package and the blend file in the help folder. You can download the help folder here. I would like to know what exactly I did wrong and so I will not make the same mistake for the next time

Alrighty! First, for the sake of avoiding any mistakes and having a clean looking blend to work with: You should delete all extra elements. The 2 bone shapes, the two copies or rig.00x, and the hidden top. Right click each one of these from the list and "delete" them. Now, you have created a proper UV_1 and vertex painted properly at first glance. So i don't think there's nothing wrong there. But your sweater doesn't have any bones. Since i suggest only applying the weight only to clothing pieces and not body parts (since those already have everything they need already) you'll have to move your sweater to another mesh group and apply the changes alone to then join everything again. Hover your mouse over your sweater in EDIT MODE and press L to select it. Then press P (selection) to separate it into another mesh group. Now, you'll follow the WEIGHT TRANSFER tutorial (if you're using a blender version that is NOT 2.70 then don't forget to do the CLEAN step). You'll have to clone simple body outfit (you can clone the lingerie outfit) to use as a reference mesh. After you are done with the transfer, select the separated sweater mesh group and SHIFT+CLICK the rest of the body parts. Hover your cursor over your the body and press CTRL+J or click "join" from the side bar to join both groups again.

I'm on mobile now.. but no, it's a lingerie/sleepwear. is the baby doll outfit. I suggested it because it has one mesh group as well. you'll find it around the base game outfits.
