Alright, so I've been working on a pretty strange top to make a character and everything was going fine and dandy in Sims 4 Studio, but when I go into CAS mode it goes from this to this.

Lol what in the world... his right sleeve is floating in the air! Also, the other sleeve seems not to be attached to his arm as well. I have no clue what this could be, I've modded simple stuff for a while but I've never come across a floating/detached piece of clothing before! Can someone help me out here? (I realize there are other small glitches like clipping and stuff but that i can easily fix lol) Thanks in advance!

Okay, thanks! Are there any tutorials on this??? I've actually never edited the weight of mesh before (I dont know how I've been modding for almost a year without running into this problem lol)

Yes, it is definitely weights. Whenever you see the mesh shooting out in places or parts of the mesh is not on the body as you're experiencing, it is always weights. You don't need to use Blender 2.70 to transfer weights though many tutorials say you do. If you use a version other than 2.70 do what's shown below. This is the same method that annabluu shared in her link.
