This is a hair by Kijiko called Fluorite and it is a Sims 3 cc. According to the terms of use, modification and conversion is allowed but only for personal use.
Unfortunately I don't have the necessary skill set to do this myself. I would love to have it in my Sims 4 game which is why I'm making this request. If anyone would be generous enough to fulfill my request I would be incredibly grateful.
