Im trying to find a way to stop townies from wearing literally every accessory, hat, gloves, and glasses in my game. I know theres a way to disallow CC for random but is there a way to disallow the EP/game/stuff pack items for random as well??

You will need to create default clones of every accessory you want to disable. Then you will be able to uncheck the Allow For Random flag. You will probably also want to remove the "Situation" clothing tag as that is what allows Sims to wear them for things like festivals.

AH HA! I wondered what that situation tag was thank you menceman44. I must admit I had the same idea, most of my sims look like they have been to jumble sale these days, Totally ruins the gameplay ;-|

On the main screen when you load Studio, under the CAS button, select the Override option. Anything you then clone will override the EA content and not create new entries.

I had a thought about this, if I disable a hat for example but have a download that uses it as a clone, will my override also hide the download? I rarely if ever go into the CAS side of creating so I am unsure how, if at all, it differs from game objects.

It shouldn't do since the download will have its own CAS Part resource and it's that which controls the categories for an item. So if you wanted to change when the download can be used you would need to edit that as well.
