Basically I would like to somehow tweak the way a mesh is exported/imported by changing the position of the arms like this: Is that possible to do?

Hi! May I ask what would be the aim for this modification? what is it exactly you want to do with that?

I know it seems miniscule, but it's a pain having to alter the meshes I convert because the arms are posed slightly lower in S4S. Therefore I have to fuss with the sleeves every time I convert a shirt.
I read something on here about a Rig override, but I didn't quite understand.

That isn't related to S4S, that's how the default rig from the game is like and that's how the default state of the clothing is like. the foreign object should match the original not the other way around in my opinion.
I'd suggest rigging the clothing so it's easier to move the arms. if you share the blend I can take a look.

I understand and agree, it would be much easier if the foreign program had a pose that was the same or at least similar to that of the Sims4 default one. But no such luck finding one so this is my second try. Here is the blend file with the arms at the position of the foreign pose. I assumed just changing the rig in Blender would suffice, however the arms look a MESS in game. www.simfileshare.net/download/1023135/

You can use the rig to rotate the arms to the TS4 arm position. It's not perfect so you'll have to do a little bit of editing of the mesh / hide the arms but like this isn't much to do since you're converting it from IMVU anyway. Here's the quick version I did - simfileshare.net/download/1023209/ - you may have to apply the armature modifier on the shirt to apply the rotation I did. So bassically, you can't change the sims 4 default pose, and if you try and move the arms in blender it'll just mess them up massively ingame, and that's why you have to change the mesh.
