Hi All,
I just sat down and learned how to make proper bump and spec maps for my object creations rather than just using blank black ones I had downloaded.
The spec map I made works fine in the game, but I'm wondering why it isn't as transparent as EA's seem to be.
Should I be adjusting the opacity on them before importing them into the warehouse?
I normally use Paintshop Pro for my textures because that's what I'm familiar with, but for the spec map I used Photoshop so it's possible I did something wrong when saving it.
Any help would be much appreciated.

How see-through a Specular texture is affects how strong the effect will be on the item. I usually work with dds files for speculars as I can control the strength with the Alpha channel instead of guessing by changing the translucency of a png file.

So, full color without any transparency would mean it would be strongest?
I did save it as a DDS file.

DDS files control their "transparency" with the alpha channel as menaceman told you before. The alpha channel is in greyscale, where darker greys mean more transparent (weaker effect) , and lighter grey means fuller (stronger effect).
