WCIF - Shorter Consult Global Policy for Conservationist's

Hello, I'm looking for a mod that shortens the cooldown for Consult Global Policy for sims in the Conservationist Career. I'm pretty certain I've seen and even downloaded one before but I'm having trouble finding it again.

Any help on this matter would be much appreciated.
