hey, so i tried converting an armor mesh for a specific character and everything looks (and moves) fine in blender but most of the mesh is exploding in cas i guess it must be weight issues but i have no clue what to do at the moment and i'm afraid i'll only make things worse if i change anything i'm pretty sure there are other issues as well, but i can't fix anything else as long as i can't fix that... whatever abomination it is here's the .blend and the .package

Hi. What you import in the package must be split in the same number of meshgroups the same way the original it will replace is spit. Each of them should have the same list of vertex groups and a corresponding cut number. When choosing what item to clone to start a package, go for the one that is the closest to yours in shape, specifically in terms of length of pants/skirt, sleeves, collar. Your garment has shoes so you need to clone something that has them.
The swimsuit you cloned has only one meshgroup while the blend you imported has 2. The swimsuit has no foot and toe vertex groups while your armor does.
1). Select s4studio_mesh_2, Shift-select s4studio_mesh_1, press Ctrl J to join; 2). Go to Weight paint, click Clean and choose All groups. In newer versions of Blender one must take this extra step. You can use Limit total with Limit set to 4. Each vertex can be affected by no more than 4 vertex groups. This feature will remove the extra ones. The Sims 4 studio will remove and normalize them even if you won't do it yourself, but it may be done in a way that you would not want. It seems to remove random vertex groups, not necessary the ones that affects the vertex the least ( like Blender does ). 3). Vertex paint the mesh with 00FF00. You can select the bottom half of the cape in Edit mode and paint it with 3FFF00 ( this yellow color is no longer meant for robe morph, developers changed it to 3FFF00), then select everything and smooth the transition from one color to another with Paint - Smooth vertex colors; 4). Type Noctis in the search bar and clone the item. One meshgroup, has shoes. Import your blend there

thank you, but i'm stuck at step 2 because when i try cleaning i don't have any other option than the "keep single" check box and nothing happens overall
also my mesh has 2 groups because parts of the mesh have alpha textures and need to be separated to display properly (with simglass shader)

Put your cursor where Keep single is and scroll up. If nothing happens, your version of Blender probably differs from mine ( 2.78). To check if it worked, switch to edit mode ( TAB), select one vertex, check what vertex groups the vertex is affected by. If there are many vertex groups with 0.000 value, it did not work
Edit: ohh,my apologies, did not check the shader. You still need to start from something that has shoes though

What you need to do is basically layer the mesh Here's a tutorial that deals with a similar issue, and here's how to do it in Blender
