You must have not made the reference visible before transferring the weights All of it should be done in 2.76-2.79 versions of Blender, not 2.7, you do not need it - delete the reference from the scene, you need the one that is closer to yours in length because skirts are rigged differently depending on the length; - select your mesh,switch to Edit mode, enable sync, press B, click and drag to select the nude body, in 3d view press Delete and choose Faces; - clone yfBottom_SkirtSkater, append it in the scene, do not hide it; - switch to Object mode, delete all vertex groups, select the reference, shift-select the skirt, switch to Weight transfer, click on Transfer weights and set up it like in the pic, then Clean tool, then Limit total; - select the skirt, add Data transfer, choose the reference as source object, set the rest like in the pic, apply. Select the uv_1 map of the reference, study it, then select your and make sure it looks similar( and not what it looks right now); - add Data transfer again and set it like this to transfer vertex paint. You can paint it manually but they match perfectly, so there's no need; - unfold rig, make the bottom visible and selectable, select it, in 3d view press Shift D. then Esc to duplicate; - select the duplicated bottom, in edit mode delete parts of it covered by the skirt, join it with the skirt; - assign cut number, delete the reference, import in the yfBottom_SkirtSkater.
