So here in this picture, a mesh i made - around the arm part is distorted and i have no idea what can cause it. i have already changed the weights two times and it still looks like that when my sim folds her arm. .

Hi. The mesh is too low poly in the arm area. There is not enough edge loops for it to bend the right way. Select the area and use Tools - Subdivide to add them. Then re-transfer weights

Well, i cannot add any loops and if I subdivide it. it just adds more triangles and no loops around the elbow. I guess the only thing I can do is to re-do the whole sleeves?

Convert the mesh from tris to quads (press space and then type tris to quads), then use CTRL+R to add a new loop, then use the knife tool - 'K' - to finish the loop if it doesn't go the whole way round. Then re-transfer weights as mauvemorn said.
