I need to make a normal/bump map for a dress but I'm stumped on how I can do it if I don't have a Nvidia GPU. I downloaded the Nvidia photoshop dds add on but I never saw the option to save my images as dds.

Not sure if you actually needs a Nvidia GPU to work, because it's more a plugin for programs (maybe check the requirements?). You do need to install it on your computer for it to work, and if installed properly it does add DDS as an option (I just checked and I do have DDS in Photoshop. I have a Nvidia GPU (and haven't tried with others) so maybe someone else knows?
If it works you should be able to drag-and-drop a DDS file into Photoshop and it'll open up a program within Photoshop. I think you save through that plugin, too. I think the DDS plugin opens up whenever you try to do anything with a DDS file.
If the plugin doesn't work or isn't installed properly, you'll get an error when trying to open or save as DDS files.
One option if you can't get it to work is GIMP (open source, has DDS, should in theory work)

I'm using the Intel plugin as the Nvidia plugin doesn't work for me, I have no idea why. It can be added as a photoshop extension or a standalone software
