So I have been looking for this answer for some time now. I need to know how to create a Normal Map & Specular for my wall and I can not find a tutorial that works for me. I am using a texture I have altered in Genetica(I do not know enough to do more than change colors and a few other things.) So any existing Normal Map & Specular exported from Sims 4 Studio will not work. I can create a Normal Map in Genetica but I was wanting to pair it with a Baseboard, Chair Rail and Crown Molding that I have altered in Photoshop. The only thing I have found is about exporting existing Maps and Baking a Mesh in Blender. Thanks

You can generate a normal map from your diffuse using a tool such as smart normal, I find it works quite well. To convert the normal map to a bump map desaturate and set transparency to 50%. You can create a specular map using your diffuse as well. Walls & floors use a black/white scale with white being shiny and black matte. If you desaturate your diffuse play around with it until you achieve the desired effect. Hope this is of some help!
