Hi. This is dictated by slot rays and they are hard to edit. The ideal way would be to copy-paste slot rays from yfBody_EP06LouisXVICourt, which requires Get famous expansion pack, but i do not know how to do this in s4s beside entering each value manually You can try a few things but they are not ideal: - vertex paint the bottom of the skirt with 3fff00 to raise hands a bit more; - clone a puffy base game dress or some other base game item where arms are further from legs - clone yfBody_EP06LouisXVICourt and warn people that your dress will require an expansion pack |

You can also use S4 CAS Tools, it has an option for adjusting the slot rays  |

I don't know I never tried assigning uv_1 and weights, I mainly use it just to adjust the slot rays, and also when a new pack comes out and sims 4 studio isn't updated yet |
