Hi. Clone any top and export its normal map. You will see that yours is cropped the wrong way. The reason it does not appear at all in ts4 must be because your graphics settings are set to low. I'm not sure what level normal and specular maps start being rendered, but it's closer to the highest.
Also, when you apply rectangular textures to uvs that were generated in the square uv space, they stretch vertically. You need to shrink them back to their original size with S ( scale ) Y (vertically) 0,5 (in half) and only then start placing.

I have another question, is it okay to make full render color bake in the blender for diffuse map? Or do I have to bake with ambient occlusion? If I bake with 'full render', can I add normal maps and other maps? mauvemorn

Yes, that’s how you should be doing it bc there is not much going on in the ambient occlusion maps
Keep in mind that blender does not interpret maps the same way ts4 does. So you need to use the actual normal map you baked, not the bump map you made for ts4

No, all you need to do is set up the environment and the material. If you want, you can add a normal map, but your garment has no details preserved through the normal map, so it is pointless. There are no shadow maps in the context of ts4 in blender.

I understand. I asked to find out not only for this garment but for all other garments in general. I'm just trying to solve this case. If I ask through this example; I tried to fix the normal map, but when I set the size, it still stands in a different location compared to the example in s4s.

It applies to all CC items. If you're using photoshops, make sure to change the anchor.
