I want my decorative fence to be in the fence catalog in the build mode. I remove the decorative tags and assign the fence tag in the tag tab, but my fence doesn't show up in the game. Isn't tag assignment enough? What else do I need to do?

Build functions differently than Buy mode. You may need to check the functional fence tutorial to see if it can give any clue to what you need to do, but unfortunately it's possible that this won't work.

I know how to make a functional fence, but my idea is to assign a build tag to the decor item. I'm just wondering if this can be done.
I mean, I read this tutorial and there is no answer to my question.

I meant the tutorial may mention or show a resource that is needed, but glancing through it I see they don't mention any of them specifically, it only previews them in some of the bottom images. You very likely need the Fence resource file for it to count as a build item and appear in the category, just like how regular buy items use Object Catalog and Object Definition to appear in their categories. Don't think it will function as deco once you do that though, but worth a try.

I understand. So the game defines a category in build mode depending on the type of resource. Well, it's definitely not worth the hassle. I'll leave my item in the buy mode.
