Hi. What you import in the package must have the same number of meshgroup as the original item in the package had. The original pants had 4 meshgroups, so should yours. Make sure they have corresponding cut numbers. Instead of importing your blend in the same package, clone a new one just in case this one was corrupted.
If anything is unclear, please share your blend and package files

- switch to edit mode, select everything with A, click on Remove doubles, change Merge distance to 0.0001; - disable Limit selection to visible, press B, click-and-drag to select the very bottom of the pants; - enable proportional editing, press G Z 0.07, scroll the mouse wheel up until the radius is 0.56; - delete foot vertex groups, click on Normilize all; - unfold rig, make bottom_2 visible (eye icon); - select the same area of the pants as shown in the pic, press P, choose selection; - select the other area, separate, select the separated area, change the cut number to 0001; - select the remnants of the pants (knee and above), change the cut number to 0002; - save the file, clone underwear for children, import the blend there

Okay, clone underwear and export the blend file. Open and study it. There will be 3 meshgroups with different cut numbers. The lowest will have 0000, the middle 0001, and the one on top 0002. The mesh will be split in specific places. You were meant to use bottom_2 as a guide for where to split it. Right now it is chopped up the wrong way in the wrong places There is no need to re-unwrap the bottom meshgroup, do not do it Did you see that the top part of the mesh does not match with the torso? You should go back to the blend file you shared the first time and re-do all the steps I listed while being more careful with proportional editing

Well, you deleted everything in the process somehow. You should watch some tutorials on frankenmeshing or converting meshes, otherwise, you're just making it harder for yourself. None of it is straightforward
