Why this EA collar shirt mesh is separated on the neck area?

The screenshot doesn’t load for me, but I assume you’re talking about the cut out chunks of mesh in the neck area?
This area is separated to tune it differently from the rest of the shirt, it is tuned to hide necklace so that they do not clip into the collar

Yes.
So all I need is to follow EA neck mesh size area and assign the mesh group, to make mine works the same, right? Does it has to be precise?
(gosh so many things to do in one cloth)

It does not have to be precise with anything other than pants, boots, hair, hats. But yeah, you want to select an area that is affected roughly by the same bones, so the same area
