How to make the edges flow smooth in animation? There are multiple bones that need to be controlled.
I've been trying for days to smooth the area on the bottom of the skirt, especially behind the knee. No vail.
Here are the difference between the reference and mine after weight transfer.

Like everytime I change the values of the paint of a vertex, the skirt looks good at certain point of movement, but a disaster on the others.

- separate the skirt for a second, no need to separate it on the reference; - delete all vertex groups from your mesh; - find a reference of the same length or a bit longer. It must not be shorter in your case. How puffy it is does not matter; - re-transfer weights with nearest face interpolated; - put the skirt in the dramatic pose; - smooth the weights until everything looks good; - limit total to 4; - do not edit the weights manually, this is not an area of the body where it is needed. How to use smooth tool: Anyway - Make sure the mesh has Armature modifier and rig selected. This insures that weights auto normilize when you edit them in Weight paint; - In Edit Mode disable Limit selection to visible. Holding Ctrl, LMB-click-and-drag to select the garment partly, then press Ctrl L to select the rest; - Switch to Weight paint and enable Vertex selection masking for painting; - adjust the settings, if you need it to expand less or more, adjust Expand/Contract; - use Limit total with Limit set to 4 and Subset to All groups; - if it won't work, select each breast vertex groups and use Smooth tool with more Expand and Subset set to Active group. Don't forget to use Limit total again; - since you adjusted weights on the mesh with split edges, don't forget to remove doubles to make sure that vertices that share coordinates also have the same vertex group values.

When using this smooth tool. Do I highlight all vertices when selecting a vertex group, or just highlight the vertices of that vertex group only ?

all vertices of the area you want to be affected by the smooth tool. In your case start from hips to the bottom of the skirt
