You must fix one project before jumping onto the next one or you doom yourself to repeating the same mistakes.
- use maxis meshes as a reference for how things should be done. There is
no such thing as a skirt that is too short to be vertex painted with #3fff000.
Clone any skirt and you'll see that the influence starts in the groin/pubic area:
- your skirt covers the portion of the torso. For the skirt not to clip into the torso, it must receive the data from something that contains the torso. No skirt does, so use a full-body outfit to transfer weights and uvs from;
- scaling uv islands individually will result in difference in the texture quality, so unless this is acceptable ( zippers, buttons, etc, can be of better quality than the rest of the outfit while the geometry that covers holes can be of worse), do not do that;
- and again, your skirt is affected by skirt bones while the underwear you cloned to start a package is not. You or people using your content
will get this problem
