For LOD 1 2 3 - Blender decimate modifier ruins the topology, is there an add on that can do it neatly for blender 2.79?

You can try using Mesh - Edges - Un-subdivide or Delete - Limited dissolve but most likely they will not produce good results, no automatic retopology tool ever will because they have no intellect.
Just start selecting and deleting edge loops manually. lod1 - remove everything until you cant go lower without the mesh changing its overall shape. All inner geometry that will not be visible from afar, fine details, unnecessary edge loops; lod2 - go further with less regard for overall shape, removing side geometry as well; lod 3 - remove almost everything until the mesh just vaguely resembles what it used to be
