Is there a simple way to tweak an EA lot trait?

I'm trying to make a small adjustment to something that makes no sense in-game, and getting lost in the weeds. Is there any way to make a single change to an existing EA lot trait without first learning Python programming and downloading a dozen helper programs? I'm extremely not good at programming.

What I want to change is the "brackish water"... thing. Moodlet? Buff/debuff? Anyway, my sim lives in Key Point, Sulani, off-the-grid, but I added the Natural Well lot trait, which tells me he should have fresh clean water all the time. Yet he can't wash his clothes and get them truly clean, and keeps getting the "brackish water" moodlet when he showers or washes his hands. He was also threatened with having his utilities shut off for not paying a bill, even though he has the natural well and a solar/wind array. So something's not working right.

Any suggestions? I just want the poor chap to have clean water!
