I want to make the brim has thickness. But I can't control the angle of its solidify. I need to make it downward.

If you have questions about blender's ui or different settings that are not specific to ts4, please check the manual first, you will find the answer faster. It should be extruding the mesh along normals, I cannot say why it is doing it wrong without seeing the file

When you model anything for ts4, create a plane, switch to edit mode, then do whatever you need to do. Never transform anything in object mode, applying all transforms to deltas will not work.
The modifier does not work because the dimensions are off, it seems. Applying transforms or moving the origin does not seem to work.
- remove solidify modifier; - in object mode, Object - Snap - Cursor to center; - Add - Plane (do not move or scale it); - select the hat, shift-select the plane (in that order), join with ctrl j, in edit mode select the plane and delete it; - re-add solidify modifier

Ok, I've tried it, it works. Thank you.
And I tried also by just applying All Transforms. Then solidify. The result is the same.
I don't know what applying all transforms to deltas does, new thing to me. (And I don't understand the explanation on Blender manual about it) :D.

Hm, it does not work for me. Press N. Move, rotate or scale the item in the object mode, you’ll see the numbers change. After you will apply the transforms to delta, the numbers will go back to 0 but the item will remain the same
