Hi. You were meant to separate the very bottom of the hoodie (the elastic band or whatever it is called) and re-transfer weights and uv_1 from the nude upper body. Then you needed to join it back with the original meshgroup and vertex paint everything with 00ff00. In the future,if you need clarification on the instructions, please ask for them and provide the file for me to illustrate. Now the weights are messed up because you seem to have transferred them to the hoodie (most of it) from something unsuitable like the lower body. Only 3 bones affect it. To re-do the weights on the whole hoodie, you need to join all meshgroups, remove doubles, transfer weights from the nude top, and then split the hoodie into meshgroups again. So if you have a version of the blend before you transferred weights, use it and follow the initial instructions. - To separate that part of the mesh, choose uv_1, enable sync, press B, click and drag to select the uvs in the picture; - in 3d view press P, choose Selection; - Unfold rig, make top visible and selectable; - select top, shift select the separated part, transfer the weights; - select the separated part, add data transfer modifier, choose top as source object, set the rest like in the pic, apply; -join the separated part with the original one with Ctrl j; - vertex paint the whole mesh with 00ff00
