How do I properly use the import Palette tool?

I'm trying to import the palette from a downloaded package, every swatch is color-tagged plus some of them have 2 tags. But when I open the Color Palette window, Add a new palette (without changing the name) and press the Import Palette button all swatches have a single tag, except for the first and third ones that have none.
Am I doing something wrong? Or is that the way the tool is supposed to work?
