Alright, so I am attempting to make an override that replaces the bag hat for the We Wear Bags NAP with a surgical face mask for personal use.
Since the surgical mask has a male and female mesh, I'm making two overrides for male and female.
The female override defaults to bald even after changing the Region Map to "base."
The male override just selects a random hat and puts it on the Sim.

Hello! You have to change ExcludeModifierRegionFlags and ExcludePartFlags to 0000000000000000 only so it does not hide hair, make head smaller etc. You can't have two overrides for one thing at the same time, paper bag is used by both frames they do not have separated meshes, so you can have only override with one mask. Male mask mesh looks good on both frames

Oh my gods that fixed it thank you so much, I spent hours comparing lines of code between items and searching Google trying to figure it out.
