I want to start making hair meshes from scratch and know how to use blender but I don’t quite know the best way to make curly hair for Sims 4. Should I use particles or create shapes?
Also to make the scalp can I draw a scalp and baby hairs in photoshop and import? or draw in blender?
Any in depth tutorial would greatly be appreciated. Even willing to pay for a really good one.

Hi. If you want it to be the alpha type ( with transparency), then it is best to not create curly hair using particle. If you will look through existing curly hairs from other creators that have defined curls, you will see that they are extremely high poly. The higher the polycount, the more strain on the computer the item will put. 60k hair can straight up crash the game for many people and it will be hard to go lower than that without completely destroying the mesh. So if you want to make curly hair, it is best to rely on textures. What i mean is this: here you can see that the curls are literal spirals and here you can see that the curls are planes that project curly texture. You want to go this way. You can either use photos of hair extensions or, better, create a few curly strands the traditional way, assign them a beautiful material, light them nicely, and render them. If you will google "create hair texture blender", you'll find a few videos that show how to do this If you want to make maxis match type of hair, you should frankenmesh it, not make from scratch. I am yet to see a single person who successfully made a maxis match texture from scratch

Perfect explanation, thank you. So I have an idea of how to do the planes for the curly hair. How would I go about making the scalp? Like a part down the middle or side part and clear baby hairs. Like these: Example of baby hairs

Oh, sorry, forgot to talk about it. I would advise you to not make them a part of the hair because people who like using them generally have a lot of separate baby hair packages to choose from. Otherwise they will be limited to a specific pattern. But you can also make your own package like that to use with your own hairs. You can draw them either in photoshop using its 3d feature or blender’s Texture paint. You can also create particles, shape them the way you want, convert them to mesh, then bake to the scalp.

I am having trouble making the scalp. Can anyone share instructions on how to make a scalp with a hair texture? Also can someone share instructions on how to bake baby hairs in Blender?

Creating and baking baby hairs involves a lot of steps, so this is a better option only when you already know how to use the hair system and bake from one mesh to another.
As for the scalp, look up the sims 4 skin (or face mask) making tutorials on youtube that use photoshop's 3d feature. They will show you how to get the head in the program and how to paint on it. Then you just paint the hairs. Alternatively, you can use a photograph of baby hairs and then remove the skin
