Yeah, my tutorial will work with any obj mesh. It doesn't go in-depth into making a specular map (used for shine) or a bump map but I wrote two tutorials for XPS conversions here and here. In each case the mesh was provided by the person I was helping so I didn't go through the process of extracting an obj from an XPS. I've never done it, to be honest. I did cover changing the mesh to fit the sim's half-T pose in Blender. Your conversion doesn't have sleeves so you can ignore that part. Anyway, the Resident Evil conversion and the police uniform conversion do explain how to make the specular, bump map, and how to bake the texture from the old UV layout to a new UV layout. The Resident Evil conversion covers vertex painting so you may want to look at that if you need more information. There's a good tutorial for baking a shadow map (the shadow that the clothes cast onto the sim's body) here.
So, yeah. Start with a mesh that's in obj form with no weight painting or vertex painting or texture or anything. Just the mesh. Then you can go through my tutorial--begin where it says "What’s Needed Before Starting"--and when it comes time to make a specular map, a bump map, and bake the diffuse to your new UV layout look at the Resident Evil conversion and the police uniform conversion.
As for fixing the topology of a mesh, my tutorial covers that a tiny bit. Mauvemorn is the one who knows the most about retopologizing a mesh. I recently starting using Retopoflow. It's actually kind of fun to use. There's a good tutorial here:
