I have tried multiple ways to fix this, but I am not sure why when the breast slider is going toward the bigger side, triangles start to protrude from the mesh. I don't see the issue when the slider is smaller. What could be the issue? Blend File, Pictures, and Package File

Hey! First thing, do not make your mesh double sided if it is not needed (it's used for meshes with transparency mainly), it's not how clothes should be made for sims. Instead close holes at cleavage, bottom and sleeves and edge split them to keep sharp shading. It not only repair your problem (your inside part is the spikes you saw, they moved weird while using sliders, I think it could be that you probably used 0 thickness while making it double sided) but greatly lower polycount of your top (from 11,4 to 6,8). Now as you deleted body parts, made your mesh double sided only and then you'll look from the bottom or top you'll see that there is nothing under top, no body just hole.
Do not transfer weights and uv_1 to body parts, join them at the end when everything with your top is ready. As a reference use top with cleavage covered, you'll get better uv between breasts - now it's stretched. After tranfering weights use Clean (All Groups) and Limit total (limit to 4).
Replace shadow and specular map with proper one. You have specular form tank top which does not suit your mesh. This way when somebody'll wear for example gloves with shine this shine will show on your top, but it should not. In newest studio version you can use make blank to generate proper full white specular mask, or you can make one by hand.

dissiaThank you so much for your quick response! Okay, got it. I redid the data transfer, weight paint, and vertex paint, but with the clean all groups, it keeps putting my limit back to 1. What am I doing wrong there?

In Clean you need to set All Groups instead Active Group which is as base in "Subject" and nothing more here. Then use second option named Limit Total and there in "Limit" there have to be 4
