Hello! So there are some things to do with this mesh, your problem is probably because you transfered weights to legs. Do not transfer weights and uv_1 to body parts, they are perfectly done by EA already. Do it only if really needed. Just delete legs and replace them with new ones. You need to Remove Doubles of body parts when appending (select all and remove doubles). Do you see that your mesh have black shadow at top and bottom? You need to edge split where you close holes to keep edges sharp. Transfer weights and uv_1 from mesh similar to your. This mean when you have high waist skirt you can't use EA bottom cause it's too short. Use outfit instead. Now your uv_1 is too short and your skirt will not move as it should with waist sliders. After transfering weights always use Clean (All Groups) and Limit total (Limit to 4). Skirt should be painted with different color (3FFF00) from somewhere middle pelvis to the bottom. Your skirt is way to high poly. 12k polycount is too much, you should reduce polycount in MD or use programs like Zbrush
