Can I take the meshes and textures from a non-interactive object and clone a toy and make it interactable by infants and toddlers? Would be adorable if they could try share toys with the pets or move them for the pets like grown ups do.

It should just be a texture and mesh swap, I would think. If you want the item to behave in a special way you may be looking at XML tuning. If you want the item to behave in a way that doesn't already exist in the game then you'd have a big problem. It would require writing a script and/or creating animations.

I agree with Fwecka. It's definitely possible to make a deco object into a toy by exporting the mesh and textures from the deco object and importing them into the package for a toy. You do have to pay attention to the orientation of the deco object and the sizing, however, as sims hold their toys (like the action figures and teddy bear) in one specific way and if your mesh isn't aligned properly, it looks weird.
