That hair is opened on blender? If yes, try press Z, after that press A, and press U, will show some options, and you chose the better to you use >.<'

hi! Uv mapping isn't specifically for sims 4, so you can use any guide out there or video to help you out. You have to though, follow the texture space of the game. You can export a base game hair and check the texture for guidance.
I found this video, but there's tons of it out there. I don't know the program you used for meshing, but i'm sure that one must have tutorials for mapping too.
