Can Fat/muscle gain be controlled via XML rather than python

I have noticed my no fat/muscle gain mod seems to no longer work and I am curious if it is possible to make a .package xml file to control weight and muscle gain instead of having to use a python injector?
I have tried finding the weight and muscle tunings via extract tuning but I can't find anything so far that indicates it controls such a function.
