I am wondering if it is at all possible to create custom harvestable plants only using S4S. Since S4S is not supporting Geometry States do I have to sort it out with TSRW and/or S4PE, or is it a clever way to go about it by using S4S?

There is no need for any geometry states in the harvestable plant at all, you may want it for the fruit or vegetable, but it isn't required for the plant.

Alright, so it only needs the full grown plant mesh? Or is it a matter of just having different cut numbers for the different stages in Blender? Reason I am asking is due to S4S giving the notification about Geometry States when I export the mesh, but that is only due to the actual fruit, then?

Stages of plant growth are simply lines added in object tuning ln40 <T n="shoot_definition">22469</T> this is an EA number no need to alter. Geometry states for meshes aren't exported with S4S, but EA fruits and plants don't have geo states. Create clones of EA plant and EA fruit, import new meshes, add object tunings to both, altering for your need and see if it works. I suggest ripping apart one of my harvestables and seeing how it is put together.
