Probably. Look in Sims 4 for LastException files. See one/more? Broken files in /Mods, more often than not. Could be mods, could be CC, could be both.
Check your stuff. Also, you're missing an update. The game is at version 1.30 now.

Besides updating the game, i would suggest doing a back up or moving these folders to the desktop: saves, tray, mods. Load your game vanilla (no mods no personalized files) and see if it loads the lots you're having trouble with without saving.
If it loads fine, then you have a corrupted cc that you'll have to pin point manually by trial and error.
If it doesn't load, right click the game on origin and click "repair".

most of my infinite loops have been regular package items from a simple cas item to a decor item. i would remove the entire mod folder and if it loads you at least know its a package file. The last exception notepad has a fifty/fifty chance of telling you what it is like hammer said, give it a read.

This is a paste of something I wrote up and posted to Tumblr. If you think it will help someone, feel free to pass it on. That's why I wrote it. SIMS 4 POST PATCH TIPS Now that we have Sims 4 patch version 1.30 (etc), we on the MC Command Center Support Discord Server have been seeing more LastException.txt files from players. With MCCC 3.5.x Deaderpool introduced error-catching. Many of the errors we have seen are NOT related to MCCC. Some are actual game (core) errors. Most, so far, have resulted from players trying to use either mods OR custom content (cc) that has been broken by the changes from the 1.30 patch. Whether you have MCCC or not doesn’t matter. Whether you have, since the patch, verified or updated ALL of what you have in /Mods, DOES matter. If your game is acting strangely, Check Your /Mods files. Everything in there. Lag, freezing, resets, endless loading screens, failed actions… etc. If you see things like that, look in /Sims 4. If you have a LastException.txt file, there is most likely at least one file in /Mods that has broken. The more proactive you are about managing your extra content, the better your game will run. It really is in every player’s best interest to go through and recheck all of your mods and cc following ANY patch from EA. Your game will appreciate you making the effort to keep it running smoothly.

Mods/CC. All of it. The 1.30 patch does not like several 1.29 or earlier files. If the error file is that big, I recommend using the 50/50 method to go through your /Mods folder. Pretty sure bet you have files that are not going to work until you see about finding updated versions.
