Are you shift-clicking both groups in the correct order? Be sure to check this tutorial that specifically explanes weight transfer.

If none of your groups have weights (specially the one you're using as reference) then there's no information to transfer. how are you exporting the meshes? Do you have the latest version of s4s? What version of blender are you using?

What version of blender are you using? Idk😭 i exported the meshes using sims 4 studio (harmony) and saved the meshes use blender 2.70 but i opened it with blender 2.78

Do you have the latest version of harmony? The latest one is 3.0.1.7 - And you're going to the mesh tab, and exporting from there right? I've never seen this type of issue before.. How is it that you have two blenders.. ?

Can you reclone the dress and export the .blend and check to see if the vertex weights show up when you first open that .blend in Blender 2.70?
