This is either a texture issue or a UV mapping issue. Where you have the UV of bottom of the skirt is overlapping with the sleeves.

You marked seams in all your model, so you should clear them to get rid of the red lines. It's on the UV tab on your side bar.
I edited my last post and circled what you should have ticked or unticked.
The first, is sync. It shows all the UV regardless if it's selected from the model or not. Second is, limit selection. Have that UNSELECTED to show all hidden vertices. You pick the bottom part of the skirt by hovering the mouse over it and pressing L.

Thank you for that. Unfortunaly the problem remains at the bottom so I'm going to have to take a look at the texture file.

it's not the texture's fault if you do not move the bottoms uv elsewhere like it was suggested on the first reply.
