The weights are not right painted on some parts, as you can see there: 68.media.tumblr.com/adff1c5b24a19fa12039d0fe48f8331e/tumblr_ou6lsd0JI81v6161uo2_1280.jpgI suggest you to weight transfer again: 1. Separate your mesh from the EA´s body one. 2. Delete all the weights that are already painted on the dress mesh. 68.media.tumblr.com/d94b03d93c8f0edada82a33eb4760bc4/tumblr_ou6lsd0JI81v6161uo1_1280.jpg3. Merge the dress mesh with your reference mesh (the one you want to transfer weights from). 4. Delete the reference mesh, and leave just the dress mesh. 5. Save the file, quit blender, and then open the file on blender 70. 6. With the file you saved before, append the reference mesh to it. 7. Now make the transfer weight between them And after you do everything, merge your body mesh again. Sorry if sounds confusing, that´s how I make my weight transfer. You can also try to make the weights smooother, by Subdivide the reference mesh before transfering the weights.

I would delete the sims 4 skin. Always add the sims 4 skin last. Do your uv_1 map and weights JUST for your mesh. As serenity suggested, then add the sims 4 mesh/skin. This way you won't mess up the weights.
