This is a bit of an internals question, but modders and even people who play the game enough to know how it ticks would have insight, I'm mostly spitballing here so there are no wrong ideas or answers.
Example: Say the user goes to download a sim with a cool haircut that's CC. They download it but they don't have the hair so the sim is bald. Is that the only time that check for hair is asked? Does it really save the bald version or a version that says it has the CC hair on its head? Like does it wait for you to have that hair and keep looking for it silently or does the sim you downloaded just have no hair info now?
I ask because I'd love to have a poke around and make some kind of mod or utility that can checklist the cc items you lack against maybe a local list or a site that at least gives you its name so its searchable and you can download them.
Does anyone offhand know the answer or have any idea of a test to see if that cc name is still present in the game or the data? What would be the best way to feel around for it? If we could get it to spit out the names of the CC a person lacks in each download there might be a chance of making an attempt at some kind of central CC manager.

This might be relevant. There do seem to be some areas (the island on windenberg I've notice) where animals get snagged and so do their humans. I found that making them perform tricks seems to jiggle them both back onto the proper path. I think pets makes the pathing get a little dumb for the sake of animations so it gets you out of trouble as much as it gets you into it.
If its just the usual, just idle in place, won't move thing, more often than not that happens to me anecdotally when I have way more sims around that I ought to. Go to world view, then select them to visit somewhere else. When they return to the lot that was the problem, everything should be calculated to behave sensibly while they left. That's generally a good way to iron out the problem.

It was guessed that pets would be the great breaker of things by the community. It added new weird NPC actions on normal items and the create a pet stuff probably shifted around a lot of existing create a sim stuff.
When you say you've played with and without mods do you mean all CC or just disabling the scripted mods? Because I've had things as simple as custom beds and decor make the game glitch out. Also, most importantly, Cats & Dogs broke the most recent stable of Sims 4 Studio itself so batch fixing things might be a work in progress (the current working version is a beta itself).
