okay, first of all, the rule of making a transparent item is that you need to separate what is transparent and what is not. for example, you wont want the skin to be transparent. on your blend file, the dress and the skin is merged. that's a no no, because if you were to make it simglass, the skin would be see-through. you truly only need 2 meshes. one to separate what's transparent, and one to separate what's opaque. now if you only want a part of the dress the be transparent, and not the whole thing, you could merge the dress onto the skin. but just not the part you want to be transparent. also, i've noticed that your uv placement is incorrect. it cannot be ontop of the skin. instead, maybe move it to the side, or else when you try to make it transparent it'll just show the sim's skin. so to make it transparent in game in the first place, it has to be simglass. in the warehouse tab, click on the geometry that looks like your dress. each mesh in blender represents one geometry. it starts from LOD 0 and goes to LOD 2. so only make what you actually want to be transparent simglass, or else if you make the whole dress transparent, which i dont think is your idea, you'll be able to see through it. for more help, see this thread.

make sure you have the correct cut number.
s4studio_mesh_1 = cut 0000 s4studio_mesh_2 = cut 0001 s4studio_mesh_3 = cut 0002
and so forth
